What is Naloxone?

Naloxone is a life-saving medication designed to rapidly reverse the effects of an opioid overdose. Often known by its brand name Narcan, Naloxone works by blocking opioid receptors in the brain—quickly restoring normal breathing and consciousness in a person whose breathing has slowed or stopped due to opioids such as heroin, fentanyl, or prescription pain medications.

Naloxone can be administered in two simple ways: as a nasal spray or through an intramuscular injection. It is easy to use, even for individuals without medical training, and has no effect if opioids are not present—making it safe to use in an emergency when an overdose is suspected.

Thanks to Steve’s Law, Minnesota residents are empowered to save lives. This legislation allows anyone—whether a family member, friend, bystander, or community responder—to carry and administer Naloxone without fear of legal repercussions. The goal is to remove barriers to emergency response and to help communities respond swiftly and compassionately to the opioid crisis.

Where Can I Get Naloxone

At Hiawatha Valley Mental Health Center (HVMHC), due to our connection with the Steve Rummler HOPE Network, we are proud to serve as a Naloxone Access Point (NAP) at each of our clinics in Winona, Red Wing, Caledonia, and Wabasha. Free Naloxone overdose kits, along with Fentanyl test trips and Xylazine test strips are available to anyone during regular business hours—no prescription, ID, or insurance needed – No questions asked.

In addition, a 24/7 Naloxone distribution box is available outside our Winona Clinic (420 East Sarnia St), ensuring access at any time, day or night. This initiative is made possible through a partnership between HVMHC and RIPple Drug Education & Awareness, a non-profit founded by grieving mothers who have lost their children to illicit substances, particularly fentanyl. The distribution box contains free doses of Naloxone overdose kits, fentanyl test strips, Xylazine test strips and informational materials to help individuals access assistance and resources.
